One of the first things HNWI families discover after relocating to Italy is that domestic staff is remarkably affordable compared to London or Dubai. A full-time live-in housekeeper costs €1,800-2,200/month — a fraction of what the same role costs in Kensington. But Italy's labour regulations are among the strictest in Europe. Hiring 'in nero' (off the books) is illegal, risky, and unnecessary. Done properly, Italian domestic employment is structured, predictable, and protects both employer and employee.

The CCNL: Italy's Domestic Workers Contract

All domestic workers in Italy are covered by the Contratto Collettivo Nazionale del Lavoro (CCNL) per il lavoro domestico — a national collective agreement that sets minimum wages, working hours, benefits, and termination rules. This is not optional. Any domestic employment in Italy must comply with the CCNL.

These are NET minimums. Total employer cost adds approximately 30-35%: INPS social contributions (~22%), TFR (severance accrual ~7%), 13th month salary, holiday allowance, and insurance (INAIL). A live-in housekeeper at €1,500 net costs the employer approximately €2,000-€2,200/month all-in.

Hiring Non-EU Workers

If you want to bring a domestic worker from outside the EU (common for Gulf-based families who want to bring existing staff), the process is complex but possible. You must apply under the annual 'decreto flussi' (immigration quota) which allocates a set number of work permits for domestic workers each year. The application window opens typically in January-March.

Key requirements: the employer must demonstrate income sufficient to support the worker (minimum ~€20,000/year declared income), provide accommodation, and guarantee the minimum CCNL salary. Processing time: 3-6 months. The permit is tied to the specific employer — if the worker changes employer, a new permit is needed.

Termination

Italian domestic workers have strong employment protections. Dismissal requires proper notice (15-30 days depending on tenure) and payment of all accrued benefits (TFR, unused holiday, 13th month pro-rata). 'Licenziamento per giusta causa' (dismissal for cause) allows immediate termination in cases of theft, violence, or serious breach — but must be properly documented. Wrongful dismissal claims are heard by the Tribunale del Lavoro and can result in compensation awards.

Part-time domestic contracts are common and follow the same CCNL rules. Minimum: 4 hours per day if working on that day. Part-time workers receive the same pro-rata benefits (holiday, 13th month, TFR).

My family speaks only English. Will we find English-speaking staff?

Yes, particularly in Milan. The Filipino community has many English-speaking domestic professionals. Eastern European workers often speak multiple languages.
